Construction Industry Leader Joshua Magno Joins General Contractors Association of Hawaii as Operations Director

General Contractors Association of Hawaii's new Operations Director, Joshua Magno
Joshua Magno, who served in key executive roles with the Pacific Resource Partnership (PRP) for 17 years, has joined the General Contractors Association of Hawaii as Operations Director.
Magno will serve as the primary liaison to federal, state, and local agencies that procure construction projects, advocating for policies that support GCA members and the broader construction industry. He will monitor regulatory issues and collaborate with GCA committees and the Board of Directors to shape GCA’s positions. In addition, he will oversee daily operations, working with Executive Director Cheryl Walthall to achieve strategic goals, manage budgets, optimize efficiency, and support the GCA’s Board of Directors.
“Josh brings a wealth of construction industry knowledge and leadership experience, making him a valuable addition to our team,” Walthall said. “His unique blend of non-profit leadership, labor-management expertise, and experience in developing strategic initiatives, executing programs and driving public advocacy will be a tremendous asset to our organization.”
Magno joined PRP in 2008 and advanced through the ranks to Director of Programs, where he oversaw the organization’s strategic initiatives, including data and research, labor compliance, government relations, and public advocacy. In 2024, he served as Interim Executive Director, providing executive leadership and guiding the organization’s overall direction.
A graduate of Moanalua High School, Magno earned a Bachelor of Business Administration in finance and information technology management and a Master of Business Administration from the University of Hawaii at Manoa. He serves on the Board of Directors of the Kapolei Chamber of Commerce, where he is Treasurer and Chair of the Government Affairs and Advocacy Committee. He also serves on the Board of Directors of Hawaii 3Rs, a nonprofit organization dedicated to helping repair, remodel, and restore public school facilities.
